Could be an access to an underground electricity substation, or comms tunnel.
They are sometimes lit, and you can see the light from them seeping throug manhole covers and grates.
Often the manhole covers are locked and/or alarmed.

Manhole for comms tunnel access.
You'll find a big fat padlock under the silver panel.

Just a general heads up. Harris st has a lot of very high security infrastructure, a couple of server farms that house military data and the Optus east coast fiber hub. Accessing the comms tunnels along there is a really bad idea!
You can't walk along a barbed wire fence with a foot in each paddock.

Yeah, I have heard that its not worth it.... They are locked+alarmed anyway... Certain arrest... Stick to drains.... Lol
