Getting into the car park is as easy as stepping over a 2ft brick wall or walking through a gap in fencing, I doubt you'd ever get in trouble for just taking photos in the car park at this location.. Went inside, through a broken window pane. There's still lights on down in the basement, which is strange.
It looks like it might be patrolled intermittently, but when I was there a few schoolkids from the nearby high school were playing in there and had no problems.
