It would be a great disservice as the old bluestone is still standing very strong. Replacing it with some RCP would probably be a downgrade.
That being said, this is on the site of what was "grace church".

Spraycrete would be the cheaper option I reckon.

Another "could be" is that the new tunnel took pressure off the J Park floods & maybe this newest tunnel is going to take some pressure off the upstream sections.

There's probably a report out there discussing the flood zones & information about what their planned works were/are.

All just guess work of course.
