Ah, I remember when this happened. Short of putting up larger unclimable walls, (Or having 24-hour security on the crane) there's not a lot to prevent a determined person climbing, just as the Magistrate asked.
Yeah I'm not sure why it took so long to hit the news. It seemed like he was heavily intoxicated though. Climbing a drain after 22 drinks doesn't sound like the best idea!
