Sounds fascinating. Going to need a tad more info however as that could actually describe any one of about a million drains. At least we know that it is in fact in Melbourne. That's a good starter.

I assume that's a tunnel in the city? Still not sure which drain we're talking about.....

You can't miss it if you head over ***** Bridge towards the city and look to your left. It has two entrances.
Be discrete if you go to do it as the entrance is very public.
