That's the Petersham water tower. They pump water into it during off-peak periods to provide water pressure to the surrounding district.
You could climb that particular tower a few years ago, it now had security up the clacker (as do most water supply infrastructure.

cheers ppl drove past on way to dunlop looked wierd water tanks near my place are just that tanks

All Sydney Water infrastructure requires authorised swipe in and out to deactivate and reactivate the alarm. This means that even if you have a swipe access and enter, the alarms will still be activated if you aren't authorised to be there for work etc.
